MINUTES of AUGUST 8, 2008, LCCA MEETING

 

Ø       After a Continental Breakfast provided by Bread ‘N’ Brew of the new Lorain County Diner, the meeting was called to order by LCCA Chair, Lorain County Commissioner Betty Blair.

Ø       April 4, 2008, meeting summary presented; no questions.

Ø       LCCA Administrative Coordinator Virginia Haynes welcomed three new members: Safety Controls Technology, Inc (Rep – Cost Reduction Specialist, Chad Keeper); Team Lorain County (Rep – Manager of Resources & Marketing, Chris Kish); and Lorain County Office on Aging (Rep – Director of Senior Affairs, Pat Littleton.)  Virginia also reviewed the videoconference on the Ohio State Collaboration Grant, which LCCA members, with other invited guests, attended on the 4th Floor of the Administration Building.

Ø       Treasurer Bill Holtzman reported a balance of $44,264.56, as of 06/30/08; no questions.

Ø       Shara Davis gave an update on the $80K State Collaboration Grant application filed jointly by the Lorain County Community Alliance and the Lorain County Board of Commissioners to help fund a Commuter Rail feasibility study.  The application has been submitted, along with another for Lorain County Storm Water management.  Motion by John Hunter, Mayor of Sheffield Village, seconded by Bill Holtzman, Elyria Township Trustee and Ed Neiger, Columbia Township Trustee, that the Alliance adopts a resolution reaffirming our support of the two projects that have been submitted to the Ohio Department of Development for funding. Unanimous.

Ø       .State Representative Matt Lundy (D 57) covered the $1.5B Building Ohio Jobs Program; a proposed 2-year freeze on Ohio college tuition to promote a more educated work force; college programs offering e-books online, which could save almost half the paper text cost; Senate Bill 221 on energy, which compares regulation to open market rates to customers; State program “Save the Dream” to connect lenders and borrowers to prevent foreclosure and eviction of renters due to such; Payday Lending legislation to cap interest rates @ a proposed 28%, as opposed to current up to 391% and to prevent additional loans to borrower until each loan is paid in full.

Ø       Dan Bogoevski of Ohio EPA, NEDO gave an update on Phase II Storm Water compliance and offered assistance to anyone with concerns.  Assistant Lorain County Prosecutor Jerry Innes confirmed that communities are legally required to comply with these mandates.  Now is the time to do so, as audits are beginning and large penalties may be levied for non-compliance.

Ø       Tom Kelley, Director of Lorain County Emergency Management & Homeland Security, reviewed current Flood Disaster Requirements.
